Democratic governors nervous about health plan

(AP) ? Democratic governors say they are nervous about getting the new federal health care law implemented but add they will be better positioned in next year's elections than many of their Republican counterparts who have resisted the far-reaching and politically polarizing measure.

Several of the 12 Democratic governors shared that sense of nervousness-veiled-by-optimism at the National Governors Association meeting Saturday in Milwaukee.

"There's some angst, and you can see that from the decision the administration made a couple weeks ago," said Delaware Gov. Jack Markell. "There's a lot of work to do."

By next Jan. 1, most people will be required to have insurance. States have to set up exchanges by Oct. 1, when uninsured individuals can start buying subsidized private health coverage that would go into effect Jan 1, and businesses with more than 50 employees working 30 or more hours a week were supposed to offer affordable health care to their workers or risk a series of escalating tax penalties.

But businesses said they needed more time, and on July 2, President Barack Obama's administration abruptly extended the deadline one year ? to Jan. 1, 2015.

That caused some Democrats in Congress to worry the program would not be ready on time, as states are building online platforms for their residents to use to comply with the law. Although the U.S. Supreme Court upheld the Affordable Care Act in June 2012, the Republican-controlled House has voted 40 times since Obama signed the law in 2010 to repeal, defund or scale it back, most recently Friday.

As Congress prepared to head home for a five-week recess, Obama sought to calm jittery Democrats, assuring them that they are "on the right side of history" despite problems with the law's launch.

Republicans have stated openly they plan to use the slow economic recovery and the health care law to attack Democrats in the 2014 congressional elections.

But Iowa Gov. Terry Branstad, a Republican, said GOP governors could get blamed next year, even if they worked to meet its requirements, a situation that could be aggravated by Republicans in the U.S. House who continue to hold votes to attack it.

"My approach is not to complain about things, but to get it done best we can," said Branstad, who has been a vocal critic of the law. "It's our responsibility."

Wisconsin Gov. Scott Walker, the governors' host and a possible 2016 Republican presidential prospect, said Obama delayed the employer mandate out of fear that voters would blame Democrats in the 2014 elections if the economy suffered as a result of the new law.

"A cynic would be right to say the reason they pushed back the employer mandate had little to nothing to do with policy and everything to do with politics," Walker said.

Most of the two dozen governors from both parties gathered at the conference expressed confidence that their states would be ready on time, especially Democrats, although they said the work is daunting.

"Any time you go and make this much change in this short a period of time, it does cause headaches," Colorado Gov. John Hickenlooper said.

But with that pain comes progress, Hickenlooper and others argued. And those Republicans who have resisted or delayed taking action will pay the price.

Long before election day, the philosophical debate over the bill will have turned into a practical reality for millions of newly insured voters.

"Choosing ideology over jobs and affordable health care is a false choice, and it's an example of the differences between Republicans and Democrats," Vermont Gov. Peter Shumlin, a Democrat, said.

Among the challenges states are encountering are the technological requirements to allow buyers to search for insurers, rates and benefits on the exchanges. Others are training state employees to administer the program and marketing it to millions of Americans, all during a time of strained state budgets. Marketing employees were often among the first to lose their jobs.

Despite the headaches, the alternative to the status quo is far worse, Maryland Gov. Martin O'Malley said.

"Nothing could be more complicated than doing what we were doing before, which was to throw away more and more money on more expensive care for worse results," said O'Malley, a Democrat also mulling a 2016 White House run.

On Thursday freelance journalist Michele Catalano, a former music contributor at Forbes, claimed that six men from the FBI and/or members of a joint terrorism task force visited her Long Island home over web searches made at her home.

From a blog post by Catalano on Medium:

... my son?s reading habits combined with my search for a pressure cooker and my husband?s search for a backpack set off an alarm of sorts at the joint terrorism task force headquarters.

The FBI denied involvement, telling the Guardian that Catalano was "visited by Nassau County police department ? They were working in conjunction with Suffolk County police department."

The Nassau PD denied that its officers were involved.

On Thursday night the Suffolk PD said that the Suffolk County Criminal Intelligence Detectives were investigating a tip from Catalano's husband's former employer that her husband searched the terms "pressure cooker bombs" and "backpacks" on his work computer.

Catalano mentioned that the men in casual clothes told her husband that "they do this about 100 times a week. And that 99 of those visits turn out to be nothing."

So it appears that the surprise visit, combined with the mistrust sown by widespread domestic surveillance, led Catalano to misconstrue what spurred the visit from authorities.

?From her original blog post:

That?s how I imagine it played out, anyhow. Lots of bells and whistles and a crowd of task force workers huddled around a computer screen looking at our Google history.

In an update, Catalano said that what she initially claimed "was the story as we knew it with the information we were told."

Interestingly, she still holds to the assertion that web searches made in her home were inspected, saying that the visitors "led [her husband] to believe it was solely from searches from within our house."

So at the very least, it appears that the initial story ? that the FBI visited Catalano's home because of her son's reading habits, her searches about pressure cookers, and her husband's searches for backpacks ? has been proven false.

World Missions: Overcoming Barriers to the Fulfillment of the Great ...

The Cultural Barrier

Closely related to the ?linguistic barrier? is the ?cultural barrier.? Actually, however, they are not the same, and warrant separate treatment in an itemized description of the missionary task. Those without a good understanding of cross-cultural dynamics and the complexity of human relationships and communication often make the mistaken assumption that, as long as an accurate linguistic translation has been made, effective communication has taken place. However, effective communication involves much more than language alone.

As alluded to in the previous reference to Hebrews 1:1?2 in the discussion of the ?linguistic barrier,? God himself, through the incarnation of Jesus, has taken the initiative, and given us the example par excellence to follow. Paul, in 1 Corinthians 9:19?22, gives the classic articulation of this principle for missionary praxis:

Though I am free and belong to no man, I make myself a slave to everyone, to win as many as possible. To the Jews I became like a Jew, to win the Jews. To those under the law I became like one under the law (though I myself am not under the law), so as to win those under the law. To those not having the law I became like one not having the law (though I am not free from God?s law but am under Christ?s law), so as to win those not having the law. To the weak I became weak, to win the weak. I have become all things to all men so that by all possible means I might save some.

Normally, those who come from the same cultural context as the intended receptors of the message will be more effective at communicating in a culturally relevant manner than those from another cultural context. There are situations, however, in which there are not yet enough evangelists and disciplers available from the local cultural context to effectively reach everyone. In these situations, the most effective evangelists and disciplers (even though they come from outside of the cultural context) will usually be those who best adapt to the cultural context.

Donald Larson, reflecting on years of field experience in the Philippines, offers the following observations that corroborate this line of thinking:

Noise takes many different forms. For example, when a sender uses a language in an unfamiliar manner, this ?foreign accent? constitutes a kind of noise for the receiver. In certain instances, it is difficult to differentiate noise from reinforcement. For example, when the receiver has a strong case of prejudice against the sender, every message may be obscured in part by a kind of noise emanating from the receiver?s feeling that ?I don?t believe a thing this guy says.? Noise and reinforcement, in the sense used above, account for the discrepancy between the message as the sender sends it and as the receiver understands it. . . . All sorts of complications set in when information is passed from one culture to another. Insiders know the patterns; aliens don?t. When an alien tries to communicate with a group of insiders, his patterns and theirs begin to clash. Differences between them suddenly appear; old habits hang on persistently. . . . Fluency, however, is not the same as an insider?s awareness of communication patterns. An American in the Philippines may have a native-like control of pronunciation and grammar, yet he may not have learned to preface each request with a good bit of small talk. (15)

In general, missionary theorists and practitioners have long seen effective cultural contextualization as one of the most important factors affecting the ultimate success of the missionary enterprise. However, this often requires hard, diligent effort on the part of the missionary. The following are merely a small representation of the many comments that could be presented in support of this thesis:

Cross-culturalism refers to the learned skill of relating to people of other cultures within the contexts of their cultures . . . The above definition implies several characteristics of cross-cultural missionaries. They have gone through a process of culture and language learning to become cross-cultural. Becoming cross-cultural requires many hours of listening, speaking, observing, asking, and experiencing?all within the local cultural context. (16)

Some missionaries seem to have greater sensitivity to cultural differences, a greater patience for learning from others, and a greater willingness to subordinate personal goals to mission and national church objectives?traits essential to establishing and maintaining cross-cultural relationships. At a deeper level, however, credibility relates to the worldviews of the missionaries and the people they serve . . . We often see best after we live deeply in another culture?after we put on other glasses and then look back on our own cultural presuppositions. (17)

A technical grasp of a culture assures no more than a curio hunter?s interest and understanding of a people. Some individuals may never be able to see the larger structure that constitutes the culture. Many can, but they will need to be taught to ?spell? and form ?sentences,? then construct flowing cultural ?paragraphs.? For most students, it will be a long, difficult study involving years among the people. It is not likely to be gained during a few months of short term service. (18)

In any case, in spite of the progress that may be obtained by diligent efforts toward appropriate cultural contextualization on the part of missionary workers, in order to reach a greater effectiveness in the communication of the gospel, it is almost always best to transfer the main responsibility of communicating the gospel to those who come from the same cultural context as the intended receptors as much as possible, and as soon as possible.

Gators No. 10 in USA Today football coaches poll

The Gators and Bulldogs each ranked in the top 10 of the preseason USA Today Sports football coaches poll.

The University of Florida will open the 2013 football season as the country?s No. 10 team in the USA Today coaches poll.

The University of Alabama is ranked No. 1 in the poll, with 58 of 62 ballots cast for the school. The USA Today Sports Board of Coaches is made up of 62 head coaches at Bowl Subdivision schools.

UF starts its season August 31 when the Gators host Toldeo.

Have hashtags failed to click on Facebook?

New York: This ain?t Twitter, hashtags don?t work here! Using hashtags in Facebook posts may be a fun strategy for companies trying to grab the attention of consumers, however, it doesn?t appear to be paying off, a new study has claimed.

The study by a social media analytics firm showed that although 20% of Facebook posts among top brands now include hashtags, however, there is no evidence that such tactics is influencing their engagement.

Hashtags provide users a way to group messages of similar content. Researchers show that posts using the newly introduced hashtags perform only as well as those without it, suggesting that users are not yet finding brand posts by their tags.

The study showed that visual content is by far the primary driver for engagement on Facebook. Pictures posted by top brands average more than 9,400 engagements, which includes likes, comments and shares, per post, while videos average more than 2,500, BusinessNewsDaily reported.

Researchers said when it comes to text posts, brands must walk a fine line. Analysis of more than 500 status updates from the top brands shows that the longer a status update is, the less engagement it typically receives.

However, if a status update is too short?less than 50 characters?it may not be long enough to capture viewers? attention or provide the necessary context to drive the number of likes, shares and comments a company would like.

?For most brands, Facebook is no longer just a network; it has become the hub of their social marketing efforts and one of the most effective ways to engage with fans,? said Adam Schoenfeld, CEO of the firm Simply Measured. PTI

Obama says choices now will govern future economy

WASHINGTON (AP) ? President Barack Obama says Washington's top priority must be to reverse trends like economic inequality, weakened middle-class security and global competition. He says Washington has lost focus on the economy.

In his weekly Internet and radio address, Obama is pressing economic ideas he's been promoting in an ongoing series of speeches. He wants better access to education, home ownership, health care and secure retirement.

He says that he'll listen to good ideas from either party but that Republicans are threatening to take the nation in the wrong direction.

In the Republican address, House Majority Leader Eric Cantor of Virginia says Republicans will focus this week on government abuse, such as intrusive regulations and red tape that he says threaten Americans' paychecks and civil liberties.

As the world's best athletes descend on London today to take part in the Olympic Anniversary Games, a group of researchers from Mexico has provided an insight into the physics of one of the greatest athletic performances of all time.

In a new paper published today, 26 July, in IOP Publishing's European Journal of Physics, the researchers have put forward a mathematical model that accurately depicts the truly extraordinary feats of Usain Bolt during his 100 metre world record sprint at the 2009 World Championships in Berlin.

According to the researchers' model, Bolt's time of 9.58 seconds -- which is still the world record -- was achieved by reaching a terminal velocity of 12.2 metres per second and exerting an average force of 815.8 newtons.

What was truly amazing about his performance, however, was the amount of power and energy that Bolt had to exert to overcome the effects of drag caused by air resistance, which were exacerbated by Bolt's huge 6ft 5in frame.

By taking into account the altitude of the Berlin track, the temperature at the time of the race and the cross-section of Bolt himself, the researchers calculated that he had a drag coefficient of 1.2, which is less aerodynamic than the average human.

According to the calculations, Bolt developed 81.58 kJ of energy during the 9.58 seconds, but only 7.79% of this was used to achieve motion; the remaining 92.21% (75.22 kJ) was absorbed by the drag.

Furthermore, the researchers calculated that Bolt had a maximum power of 2619.5 watts after only 0.89 seconds of the race, when he was at half of his maximum speed, demonstrating the almost instant effect of the drag.

Co-author of the study, Jorge Hernandez, said: "Our calculated drag coefficient highlights the outstanding ability of Bolt. He has been able to break several records despite not being as aerodynamic as a human can be. The enormous amount of work that Bolt developed in 2009, and the amount that was absorbed by drag, is truly extraordinary.

"It is so hard to break records nowadays, even by hundredths of a second, as the runners must act very powerfully against a tremendous force which increases massively with each bit of additional speed they are able to develop.

"This is all because of the 'physical barrier' imposed by the conditions on Earth. Of course, if Bolt were to run on a planet with a much less dense atmosphere, he could achieve records of fantastic proportions."

Officials overseeing the event in London this weekend may also be interested in the researchers' findings, as they've claimed that their equations can also be used to account for the effect of a tailwind, which can vary between races and significantly reduce running times.

To demonstrate the equations' applicability, the researchers, from the National Autonomous University of Mexico, compared Bolt's time in Berlin with his previous world-record time9.69 secondsset during the Beijing Olympics a year earlier.

In Beijing Bolt was running with no tailwind, but in Berlin there was a tailwind of 0.9 metres per second. According to the researchers' new equations, Bolt would have clocked a slower time in Berlin if there was no tailwind, but would still have beaten his world record from Beijingthey predict that he would have run a time of 9.68 seconds.

The calculations in the study were tested for accuracy by fitting real-life experimental data into the equations. The data were from the International Association of Athletics Federation's (IAAF) laser velocity guard device, which recorded Bolt's position and speed every one-tenth of a second during the 2009 race in Berlin.

"The accurate recording of Bolt's position and speed during the race provided a splendid opportunity for us to study the effects of drag on a sprinter. If more data become available in the future, it would be interesting to see what distinguishes one athlete from another," continued Jorge Hernandez.

In a new paper published today, 26 July, in IOP Publishing's European Journal of Physics, the researchers have put forward a mathematical model that accurately depicts the truly extraordinary feats of Usain Bolt during his 100 metre world record sprint at the 2009 World Championships in Berlin.

According to the researchers' model, Bolt's time of 9.58 seconds -- which is still the world record -- was achieved by reaching a terminal velocity of 12.2 metres per second and exerting an average force of 815.8 newtons.

What was truly amazing about his performance, however, was the amount of power and energy that Bolt had to exert to overcome the effects of drag caused by air resistance, which were exacerbated by Bolt's huge 6ft 5in frame.

By taking into account the altitude of the Berlin track, the temperature at the time of the race and the cross-section of Bolt himself, the researchers calculated that he had a drag coefficient of 1.2, which is less aerodynamic than the average human.

According to the calculations, Bolt developed 81.58 kJ of energy during the 9.58 seconds, but only 7.79% of this was used to achieve motion; the remaining 92.21% (75.22 kJ) was absorbed by the drag.

Furthermore, the researchers calculated that Bolt had a maximum power of 2619.5 watts after only 0.89 seconds of the race, when he was at half of his maximum speed, demonstrating the almost instant effect of the drag.

Co-author of the study, Jorge Hernandez, said: "Our calculated drag coefficient highlights the outstanding ability of Bolt. He has been able to break several records despite not being as aerodynamic as a human can be. The enormous amount of work that Bolt developed in 2009, and the amount that was absorbed by drag, is truly extraordinary.

"It is so hard to break records nowadays, even by hundredths of a second, as the runners must act very powerfully against a tremendous force which increases massively with each bit of additional speed they are able to develop.

"This is all because of the 'physical barrier' imposed by the conditions on Earth. Of course, if Bolt were to run on a planet with a much less dense atmosphere, he could achieve records of fantastic proportions."

Officials overseeing the event in London this weekend may also be interested in the researchers' findings, as they've claimed that their equations can also be used to account for the effect of a tailwind, which can vary between races and significantly reduce running times.

To demonstrate the equations' applicability, the researchers, from the National Autonomous University of Mexico, compared Bolt's time in Berlin with his previous world-record time9.69 secondsset during the Beijing Olympics a year earlier.

In Beijing Bolt was running with no tailwind, but in Berlin there was a tailwind of 0.9 metres per second. According to the researchers' new equations, Bolt would have clocked a slower time in Berlin if there was no tailwind, but would still have beaten his world record from Beijingthey predict that he would have run a time of 9.68 seconds.

The calculations in the study were tested for accuracy by fitting real-life experimental data into the equations. The data were from the International Association of Athletics Federation's (IAAF) laser velocity guard device, which recorded Bolt's position and speed every one-tenth of a second during the 2009 race in Berlin.

"The accurate recording of Bolt's position and speed during the race provided a splendid opportunity for us to study the effects of drag on a sprinter. If more data become available in the future, it would be interesting to see what distinguishes one athlete from another," continued Jorge Hernandez.

Weak China manufacturing hits Asia stock markets

HONG KONG (AP) ? Asian stock markets were mostly lower Wednesday after a survey showed Chinese manufacturing fell to its lowest point in nearly a year.

Stock benchmarks in Japan and China sank after HSBC said its preliminary China purchasing managers index for June declined more than expected to an 11-month low, another sign of a deepening economic slowdown.

The widely watched private report is one of the earliest indicators for clues to the health of China's economy, the world's second biggest. Analysts say the preliminary report paves the way for more disappointment when the full version and an official PMI are released next month.

The Shanghai Composite Index in mainland China tumbled 1.3 percent to 2,018.00 and the smaller Shenzhen Composite Index fell 0.5 percent to 969.16.

Japan's Nikkei 225 dropped 0.5 percent to 14,699.94 and Hong Kong's Hang Seng shed 0.3 percent to 21,853.42. Benchmarks in Taiwan, the Philippines and Indonesia also slid.

South Korea's Kospi was 0.1 percent higher at 1,906.56 and Australia's S&P ASX 200 was up 0.2 percent to 5,027.50.

The HSBC PMI survey, which covers 420 businesses, found that output, new orders and employment all decreased at faster rates.

"Whenever we see bad economic data from China that's not good news," said Jackson Wong, vice president at Tanrich Securities.

While the disappointing manufacturing report dragged down Asia stocks, it also raised investors' hopes that Beijing would consider new stimulus for China's economy following two straight quarters of declining growth. A day before, newspapers reported on comments by China's top economic official, Premier Li Keqiang, who promised that growth would not fall below 7 percent.

"We believe that such a negative scenario will not materialize and that China will announce new stimulus measures soon ? modest and targeted ones but sufficient for growth to achieve this year's 7.5 percent goal," Credit Agricole CIB strategist Dariusz Kowalczyk said in a report. "The worse the PMI the bigger the measures would be."

However, Wong was more skeptical that Beijing would take action.

"If we don't see any concrete evidence that anything will be rolled out in short time, the market is reluctant to speculate on that," he said. "They won't buy into this hype."

In the U.S., the Dow Jones industrial average rose 0.1 percent to close at 15,567.74. The broader Standard & Poor's 500 dropped 0.2 percent to 1,692.39 while the Nasdaq composite fell 0.6 percent, to 3,579.27.

In currency markets, the dollar rose to 99.67 Japanese yen from 99.41 yen late Tuesday. The euro fell to $1.3210 from $1.3226.

Benchmark crude for September delivery was down 12 cents to $107.11 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 29 cents to settle at $107.23 on Monday.

Texas acquires righty starter Matt Garza from Cubs for three players

The Texas Rangers finally have Matt Garza in their starting rotation. ?

Texas acquired Garza from the Chicago Cubs in a trade completed Monday, getting a pitcher they had long coveted just more than a week before the July 31 non-waiver trading deadline and several days after it initially appeared that the two teams had a deal in place. ?

?He?s an extremely talented pitcher that?s had success in the toughest of divisions and the biggest of stages, who?s throwing the ball as well as anybody right now,? Rangers general manager Jon Daniels said. ?It?s a power repertoire, a little bit of a different look from what we?ve got, and he was available. ... He was in our opinion the best guy on the market.?

The 29-year-old right-hander provides a boost to a starting rotation plagued by injuries and a team that slipped three games behind Oakland in the AL West after being swept in a three-game weekend series at home against Baltimore. ?

Texas sent the Cubs rookie right-hander Justin Grimm, top prospect third baseman Mike Olt and Class-A pitcher C.J. Edwards. There will also be at least one player to be named later, possibly two, depending on who is chosen by Chicago. ?

?We paid a steep price in talent to acquire Matt, but we did so knowing that we?ve got other guys in the system,? Daniels said. ?What it comes down to, ultimately why we got him, beside the desire, is we had the players to do it.?

Garza (6-1, 3.17 ERA), who can become a free agent after this season, has made 11 starts since missing the first seven weeks this season with a strained left lat muscle. He is 5-0 with a 1.24 ERA his last six starts. ?

Garza had been scheduled to start Monday night for the Cubs in Arizona. He will instead start for the Rangers against the New York Yankees, likely Wednesday night. ?

Daniels said Garza was scheduled to fly from Arizona to Texas later Monday night, and join the Rangers on Tuesday. ?

Tampa Bay traded Garza to Chicago instead of Texas after the 2010 season. The Rangers were also interested in Garza last summer before he missed the last two months with a stress reaction in his right elbow, and they instead acquired Ryan Dempster from the Cubs. ?

All-Star right-hander Yu Darvish came off the disabled list to start Monday night?s game for the Rangers at home against the Yankees in the opener of a four-game series. Darvish in essence missed only one start because of a right trapezius strain, but hadn?t pitched since July 6. ?

Alexi Ogando is scheduled to come off his second DL stint of the season to start Tuesday night against the Yankees.

Opening day starter Matt Harrison made only two starts in April before two surgeries on a herniated disk in his lower back. Nick Tepesch, another rookie, went on the DL just before the All-Star break with elbow soreness. Colby Lewis and Neftali Feliz are both still rehabbing from right elbow surgery last year. ?

Garza has a 63-62 career record in 181 major league games (178 starts) with Minnesota (2006-07), Tampa Bay (2008-10) and the Cubs (2011-13). He was a first-round draft pick by the Twins in the 2005 amateur draft.

?He was the best pitcher in baseball in his last five, six, seven starts. He?s young, has great velocity, has good command of his pitches and that makes him attractive to any team,? Cubs manager Dale Sveum said. ?It?s not easy to part with a guy like Garza and someone has to step in and be productive. We hope the players we get will make us a better team, and in the future, we can be the team who pursues a player like Garza.?

Chicago went into Monday night?s game 16 games behind St. Louis in the NL Central. ?

The 24-year-old Olt played in 16 games for the Rangers at the end of last season. But the Rangers have Gold Glove-winning third baseman Adrian Beltre under contract through 2016. ?

Grimm was 7-7 with a 6.37 ERA in 17 starts this season. His last start was July 12 at Detroit, when he allowed 10 hits and seven runs over 31/3 innings before leaving with soreness in his right forearm. ?

The 21-year-old Edwards, who made his pro debut with 20 scoreless innings in the Arizona League last year, is 8-2 with a 1.83 ERA and 122 strikeouts in 931/3 innings for Class-A Hickory. He hasn?t allowed a home run in 1601/3 professional innings.

West Nile virus victim: 'It?s hard to believe that a bug can do all this'

MESQUITE, Texas ? John Langley?s crippled fingers fidget with a hand exerciser as he talks about his physical therapy goals.

?I?m trying to get to where I can use a dang fork again,? Langley, who is recovering from paralysis, says matter-of-factly.

It?s an unfair reality for a 54-year-old man who until last summer spent his free time working with his hands: fixing cars, hunting, picking a guitar.

?It?s hard to believe that a bug can do all this,? he says.

Langley was one of more than 1,800 Texans sickened by the mosquito-transmitted West Nile virus last year. Another 89 people were killed in what was the worst West Nile outbreak in the state?s history.

Texas was the epicenter, but West Nile reached far and wide in 2012. According to the Centers for Disease Control and Prevention, 5,674 West Nile-related illnesses and 286 deaths were reported across the U.S., making 2012 the deadliest year since the virus first appeared in the U.S. 14 years ago. California, Illinois, Louisiana, Michigan and Oklahoma also recorded fatalities in the double digits last year.

Human cases of West Nile infection have been mostly in decline since 2003, but last year?s strong resurgence suggests ?unpredictable local and regional outbreaks? will reoccur, according to the authors of a recent study published in the Journal of the American Medical Association (JAMA).

?This is a national problem,? says Dr. Stephen Ostroff, a retired government epidemiologist.

Ostroff, in a JAMA editorial published this month, criticizes yearly federal funding for the prevention of mosquito-borne illnesses being slashed from nearly $35 million in the early 2000s to less than $10 million for 2012.

?Public health isn?t like a light switch. It isn?t something you can flick on and flick off,? Ostroff told Yahoo News. ?There are too many people who think this was a problem 10 or 15 years ago and now we don?t have to worry about it.?

Looking back, Langley admits even he sometimes ignored West Nile in recent years.

?The only time I cared to use bug spray was when I was in the deep woods with brush up to my neck,? he says. ?I never worried about it.?

Especially in his suburban backyard, 14 miles from downtown Dallas, which is where he believes he was when the mosquito bit him while he was repairing a fence the last weekend in June 2012.

?I get bit all the time and really didn?t pay it any attention,? Langley says. ?I didn?t feel it right way.?

He continued reporting to work managing vehicles for the county, but sensed something wasn?t right.

?I wasn?t really sick, I just didn?t feel good,? says Langley, likening the early symptoms to a bad cold.

But a lack of energy and a headache quickly morphed into a fever of 106 degrees. His calves cramped and he was stumbling the morning his wife rushed him to the hospital.

Langley woke from a medically induced coma a month later to learn that he was paralyzed from the neck down and couldn?t breathe on his own.

?Quite frankly I looked dead,? he says of a photo taken of him in the hospital last July.

A year later, the virus is gone but the paralysis left him with extreme muscle weakness. His ventilator was removed in May and he?s now working with a therapist on trying to stand.

?Nobody says for sure what?s going to happen,? Langley says. ?But I believe I?m going to make it back. I don?t have a doubt in my mind.?

While 70 to 80 percent of people infected with West Nile may not feel a thing, the CDC says about 1 in 5 develop flulike symptoms that could last for weeks to months. Less than 1 percent of people develop serious neurological illnesses (encephalitis, meningitis or brain trauma) like Langley.

Dallas County, where Langley lives, reached epidemic numbers in 2012: More than 400 residents suffered mild to severe symptoms and 20 died. A new study on the Dallas outbreak reveals that researchers may have discovered ways of better pinpointing where West Nile virus will strike.

According to the findings published in the Journal of the American Medical Association, predictors include mild winters, breeding near dense residential areas, history of outbreaks and the number of virus-infected mosquitoes collected in traps.

?If you are going to wait for that human disease signal, you are way too late by then,? Ostroff told Yahoo News. ?You need these earlier indicators of an emerging problem so that you can take steps to try and reduce the burden.?

With the peak infection season underway now through September, Ostroff urges the use of insect repellent and protective clothing (long sleeves, pants, socks).

?Even being outside for a few minutes at the wrong time when there?s lots of mosquitoes around that are carrying this virus is probably sufficient to transmit the infection,? he says. ?There?s no major metropolitan area in the United States that could not have a Dallas scenario.?

Which is why Langley has a message for anyone who will listen: ?Use bug spray, man.?

?I certainly wouldn?t want to visit any of my friends in the hospital the way they had to visit me,? he says. ?That was awful.?

Are you in an exercise rut, or have you hit a fitness plateau? It never hurts to include more ideas into your fitness toolbox. Good tips, along with variety and hard work, will help you achieve your fitness goals. Use these ideas to make your workouts more effective and to augment your fitness plan.

In order to get the most out of a fitness routine, be sure to work on your core. This is your abdominal region, and pretty much everything except for your limbs. It is important, because this region is used to stabilize the rest of your body, and it also is imperative to maintaining a healthy back. Be sure to check with a doctor to find out which core exercises suit you the best.

As a population we have generally become lazy. If a car will get us there, in the car we go. A good fitness tip is to forgo the wheels and go on foot. Perhaps you need to go to the gas station a half mile away for milk, then you should walk. Another good idea is to park farther away at places like the grocery store, and force yourself to walk a few yards. This will get a little bit of exercise in where before there was none.

When you exercise, try exercising with other people. The group dynamic has been shown to grant greater endurance and more energy to the individuals in the group. In effect, you will find yourself working harder and exercising more regularly when others are involved. It is also harder to skip workouts when others know that you are supposed to be exercising.

A really good way to get fit is to purchase a swimming pool. Swimming is one of the best exercises you can do when it comes to getting fit. With your own swimming pool, you could do as many laps as you wanted and you'd get fit in no time.

Listen to your body when exercising. A little muscle soreness here and there is quite normal, especially if you have started a new kind of workout. Continuous pain is a different matter altogether. It is your body's way of telling you that you have overdone things, and are in danger of injuring yourself, maybe seriously. Rather than self-medicating with aspirin or another type of pain reliever, visit your doctor.

If you like to watch TV, do your exercise while you watch your favorite shows. You can walk all the way through, or do sets of simple exercises like jumping jacks or sit-ups on commercial breaks. Get small hand-held weights and do some light lifting while you are on the couch. There is no shortage of ways to get a bit more exercise in during the day.

If you are unable to exercise due to time constraints or whatever the reason, try to squeeze in at least 20 minutes of either cardio or strength training, two times a week. Research has shown that those who worked out minimally, used less sick days than those who did not exercise at all.

Stretch those hamstrings. The muscles at the back of your thighs, commonly called the hamstrings, are some of the most ignored muscles in the body. Tight hamstrings can lead to back problems, poor movement and a higher chance of injuries. Stretch them and enjoy a fuller range of motion for both your hips and lower back.

To ride a bike more efficiently, try practicing one-legged cycling. This will cause you to focus on pulling up more at the bottom of your stroke to cause more of your major leg muscles to have to work harder. Lock both feet into the pedals, but keep the one leg limp and cycle with the other for about 30 seconds. Then repeat with the other leg.

You can get a great workout while you do everyday things such as shopping. Add a bit more walking to your trip by parking further away from your location. Try walking for at least 10 minutes a day to see results. When shopping in the mall, try walking the full length of the mall.

Hard work and variety in your fitness routine helps you to be more effective in increasing your fitness level. Use the ideas in this article to keep you going so that you don't get stuck in a rut. The more information that you have, the easier it will be for you to stick to your plan.
